This reference is by far the least expensive product that provides extensive commentary on NFPA 70E.
I agree with the author's description of this pocket reference book as "a quick on-the-job reference covering the key requirements for electrical safety in an easy-to-read format". Even though this book is the same "pocket" size as a regular Ugly's Electrical Reference, it contains 177 pages of clear, concise text and illustrations.
While I do not consider it a replacement for NFPA 70E, I am confident it will enhance my instruction on the topic of electrical safety in the technical electrical courses I teach, especially with regard to the requirements of NFPA 70E.

Almost everyone in the electrical trade and design fields is familiar with NFPA 70, commonly referred to as the National Electrical Code (NEC), however not as many are as familiar with NFPA 70E the National Fire Protection Association Standard for Electrical Safety in the Workplace.
At the request of the Occupational Safety and Health Administration (OSHA), NFPA developed NFPA 70E to help prevent serious injury and death in the industry, particularly from shock and arc flash events. 70E has been around since 1979, but many of the standard practices called for in 70E, have yet to become common practice in the electrical industry. Working on a deenergized system is of course the safest and recommended course of action, but this is not typically what is found in the real world. There is however, a movement among some in the industry to become compliant with 70E. As more adopt and comply with 70E, standards will evolve based on experiences gained in the field, and improvements in the design and performance of protective products. Interesting times are ahead.
As author H. Brooke Stauffer states, Ugly's Electrical Safety and NFPA 70E "is not intended to be a substitute for NFPA 70E", but is "designed to be used as a quick on-the-job reference covering the key requirements for electrical safety in an easy-to-read format". The 4"x 6" spiral bound volume, makes a handy portable reference.
Some key points to be aware of is that the guide does not cover electrical systems below 50 volts or over 600 volts AC, and is not applicable to any work related to utility systems. The guide contains basic information regarding "qualified persons" (those legally permitted to do certain kinds of electrical work), basic safety and energy control procedures, arc flash hazards and arc ratings, personal protective equipment (PPE) and fire retardant clothing, first aid, and NFPA 70E definitions.
Like the NEC 70, NEC 70E deals with minimum safety standards, and the Ugly's guide similarly reflects those minimum standards. As always, local authorities or employers can establish higher standards, so it is up to the individual to be aware of and comply with any higher authority. The 2004 edition of 70E is current, with the next edition scheduled for 2012. The 2009 edition of the Ugly's guide will probably remain current as least until then.
Statistical information indicates that even those with extensive experience working around energized parts, can still become accident victims, so being diligent about safety might save your life. This guide may be helpful to technicians, maintenance personnel, management, electricians, and others in the electrical trades. Intended for those actually in the profession, this booklet will not be particularly helpful to homeowners looking to do routine repairs.

I can't believe the price of less then $10.00 for this Ugly's. I am an electrical instructor and I am always looking for the cheapest and best for my electricians. The book is small enough to fit into any tool box or lunch box so it will be used when needed on the construction site. It explains what is required by the employer to provide in the way of training to the employee and what are the responsibilities of the empoyee. It is easy reading and very pertinent to the safety of any electrician working on engerzied or de-energzied electrical circuits.
It even has a bonus section on first aid.
